Tropical Storm Signal No. 4 “Ofel” landfalls in Northern Luzon

The Tropical Cyclone Wind Signal No. 4 is still in effect over certain regions of Cagayan, including the Babuyan Islands, as typhoon Ofel with the international name: Usagi struck mainland Cagayan and other parts of northern Luzon, the state weather agency reported on Thursday.

In the 5 p.m. weather report, PAGASA indicated that Ofel was last spotted around Gonzaga, Cagayan, with maximum sustained winds of 165 kilometers per hour at the center and gusts reaching up to 275 kph.

Signal No. 4 continues to be raised over the Babuyan Islands and the northern and eastern areas of Cagayan, where typhoon-strength winds present a major to grave danger to life and property.

Signal 3

Winds are projected to reach 89 to 117 kph within at least 18 hours; causing Moderate to considerable risk to life and property.

Batanes, the remainder of Cagayan, the northern area of Isabela (San Pablo, Tumauini, Cabagan, Santa Maria, Santo Tomas, Maconacon, Delfin Albano), the northern segment of Apayao (Flora, Santa Marcela, Luna, Pudtol, Calanasan, Kabugao), and the northern region of Ilocos Norte (Pagudpud, Adams, Dumalneg)

Signal 2

Winds of 62 to 88 kph anticipated in no less than 24 hours; slight to moderate risk to life and property.

The western and eastern areas of Isabela (Quezon, Quirino, Mallig, San Manuel, Aurora, Cabatuan, City of Cauayan, Benito Soliven, Naguilian, Gamu, Burgos, Reina Mercedes, Luna, Roxas, San Mariano, Palanan, Ilagan City, Divilacan, Dinapigue), the remaining regions of Apayao, Kalinga, the northeastern part of Abra (Tineg, Lacub, Malibcong, Lagayan, San Juan, Lagangilang, Licuan-Baay, Daguioman), the eastern section of Mountain Province (Paracelis), and the remainder of Ilocos Norte.

Signal 1

Winds of 39 to 61 kph are anticipated within 24 hours; slight to minimal risk to life and property.

The remainder of Isabela, Quirino, the northern area of Nueva Vizcaya (Kasibu, Ambaguio, Solano, Bayombong, Quezon, Bagabag, Diadi, Villaverde, Dupax del Norte, Bambang), the remainder of Mountain Province, the remainder of Ifugao, the remainder of Abra, the northern area of Benguet (Mankayan, Kabayan, Kibungan, Bakun, Buguias), Ilocos Sur, the northern part of La Union (Luna, Sudipen, Bangar, Santol, Balaoan), and the northern region of Aurora (Casiguran, Dinalungan, Dilasag, Dipaculao).

PAGASA warned about heavy to severe rainfall in Cagayan caused by Ofel and tropical storm Man-yi that will last until Friday afternoon.

Moderate to heavy rainfall may continue in Batanes, Isabela, Ilocos Norte, and Apayao, while Abra and Kalinga could see moderate to heavy showers.

As reported by PAGASA, Ofel will persist in moving across the northeastern segment of mainland Luzon and could approach or hit land near the Babuyan Islands on Thursday night before shifting northward on Friday.

The weather bureau, however, highlighted that dangers on land and coastal areas could still occur in regions beyond the landfall point and the forecast confidence zone, irrespective of the typhoon’s position.

Ofel previously made landfall as a super typhoon in Baggao, Cagayan at 1:30 p.m.
